General Description
The ECM Director is responsible for overseeing the enterprise-wide management and administration of the organization's content and document management system, specifically focused on Laserfiche. This role will ensure the efficient, secure, and compliant handling of all digital documents, records, and content for all departments. The ECM Director will work closely with various departments to streamline document workflows, improve business processes, and enhance organizational efficiency through effective use of the Laserfiche platform. The director will also oversee Laserfiche administration, upgrades, and the alignment of ECM strategies with the organization’s business goals, thereby creating cost savings and enabling the reallocation of time to value-driven activities.
Responsibilities & Duties
Manages the AST Laserfiche enterprise content management system, to include systems integrations between Laserfiche and other department applications.
Manage, coordinate, and implement Laserfiche technology projects to include: Reviews, analyzes, and evaluates the capabilities of the business system and design processes and procedures to support the organization's strategic initiatives, priorities, and day-to-day operations.
Lead the direction of Laserfiche development to include examining new opportunities to integrate document management in daily operations for departments.
Maintains system performance by performing system monitoring and analysis, and performance tuning; troubleshooting system hardware, software, networks and operating and system management systems; designing and running system load/stress testing; escalating application problems to vendor.
Secures system by developing system access, monitoring, control, and evaluation; establishing and testing disaster recovery policies and procedures; completing back-ups; maintaining documentation.
Assist with the identification of internal user needs for Laserfiche and assist with implementing identified needs.
Administer, create and implement Laserfiche Forms
Maintain SQL Database and insure security and integrity of the data in that solution.
Administer Laserfiche Mobile, Connector, and Audit
Provide timely response to user requests for assistance.
Supports other Enterprise Applications as needed.
Provide executive-level oversight for ECM strategy development and implementation.
Lead large-scale ECM projects, ensuring alignment with organizational goals.
Drive digital transformation through business process automation and system integration.
Establish enterprise-wide ECM governance, compliance, and risk management frameworks.
Direct the management of the Laserfiche content management system, including integrations with other departmental applications.
Maintain the creation of advanced workflows, automated processes, and reporting tools to improve data accessibility and operational efficiency.
Ensure system performance through proactive monitoring, performance tuning, and managing system upgrades, migrations, and vendor escalations.
Develop and enforce system access policies, disaster recovery procedures, and comprehensive documentation.
Analyze business processes and recommend technical solutions.
Lead cross-functional teams in ECM-related projects from concept through completion.
Evaluate business system capabilities and design enhancements to support operational goals.
Provide expert-level project status reporting, impact assessments, and executive summaries.
Build and maintain relationships with external vendors, ensuring service delivery and compliance with SLAs.
Lead the development of enterprise-level policies and procedures for ECM security, data governance, and compliance.
Represent the ECM Department in executive meetings, providing strategic insights and recommendations on ECM initiatives.
Mentor and develop a team of ECM specialists, fostering professional growth and technical expertise.
Oversee budget planning and financial management for ECM-related expenditures.
Ensure timely response and resolution of escalated system incidents, collaborating with IT leadership to minimize downtime and enhance system resilience.
Strongly adheres to Tribal Confidentiality Policy.
Must be able to work well with others and possess good communication skills with all Tribal Departments and the Tribal Governing Body.
Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies.

Qualifications
Education and Qualifications
Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field preferred.
Laserfiche Platinum certification required.
Certified Project Management Professional (PMP) or Equivalent Certification Preferred
Must be able to pass a drug test for pre-employment for the Tribe.
Must possess a valid Oklahoma Driver’s License.
Must be able to pass a background check.
Experience Required:
Five years of related experience; to include technical analysis, systems analysis, computer service/repair.
