General Description
This position is located at the Absentee Shawnee Tribal Health Authority, Inc. in Little Axe, OK. Under general supervision, this position performs responsible accounting support and administrative work in preparation, processing, maintenance and verification of budgets, accounting documents and records as they pertain to financial transactions. The Health System Budget analyst is responsible for developing, monitoring, and analyzing the budget by reviewing funding requests, tracking spending, identifying potential financial issues, and recommending adjustments to ensure the Health system stays within its financial plan, approved budget and funding. The Budget Analyst will work closely with Department Directors to evaluate budget needs and present data-driven recommendations to Administration.
Responsibilities & Duties
Prepare health annual budget, and presents to Administration, Health Board members and Executive Committee for review and approval.
Analyze monthly budget and prepare budget modifications.
Assist with grant applications, review and prepare grant budget modifications as requested by Program Managers or Department Director.
Prepares and distributes monthly, quarterly, and annual budget reports.
Analyze financial data to identify trends, potential risks, and areas for cost optimization.
Review and evaluate budget proposals for accuracy, feasibility, and compliance with guidelines.
Collaborate with department Directors to gather budget requests, analyze financial data, and create a comprehensive budget.
Track expenditures against the budget, identifying potential variances and taking corrective actions.
Assess the financial implications of different programs and projects to inform decision-making.
Prepare detailed financial reports and presentations for Administration, highlighting key budget trends and recommendations.
Estimate future financial needs based on historical data and market trends.
Ensure budget adherence to relevant laws, regulations, and internal policies.
Work closely with various stakeholders, including department Directors, Program Managers, Executives, and other departments, to discuss budget needs and concerns.
Identifies and work with appropriate department(s) and/or supervisors to resolve budget discrepancies.
Analyze department budget and prepares budget modifications if necessary.
Consults with Directors to ensure that budget modifications are made in accordance with policies and regulations, federal agency guidelines and special conditions.
Corresponds with departments and federal granting agency orally and in writing relating to budget issues.
Reconcile general ledger accounts monthly and enters adjusting journal entry.
Reconcile bank statements monthly and monthly general ledger reconciliation.
Prepares audit schedules for financial audit.
Other Duties as assigned.
Education Requirements and Qualifications
Bachelor’s Degree and or 5 years’ experience as an accounting technician, staff accountant or equivalent. Bachelor’s degree in Accounting preferred.
Must have a valid Oklahoma Driver’s License.
Must be able to pass a background check.
Must be able to pass a drug test.
Knowledge, Skills and Abilities
Ability to interpret complex financial data and identify patterns.
Knowledge of methods, practices, documents and terminology used in financial and accounting record keeping; practices and procedures of basic governmental budgeting and accounting; fundamental accounting and internal control policies and procedures; standard office practices and procedures.
Understanding of accounting principles, budgeting techniques, and financial modeling
Analytical experience in the Accounting field interpreting and applying Accounting principles, concepts, regulations and practices.
Ability to communicate effectively orally and in writing; ability to relate well with co-workers and the general public.
Ability to adjust to changing conditions.
Effectively present complex financial information to diverse audiences.
Must be able to keep on schedule, set priorities and exercise sound judgment within established guidelines.
Ensure accuracy in financial reporting and data analysis expertise in using spreadsheets and data visualization tools.
