General Description
This position assists in providing administrative oversight of all tribal programs within the AST 477 Program.  The 477 Program provides services to tribal families, individuals and other Native Americans who are in need of employment, job placement training, education assistance, work experience, child care assistance, child care programs, youth services, other grant programs activities and support services to become self-sufficient.    
Responsibilities & Duties
  • Assists in conducting audits of client files to ensure accurate and complete records that meet Federal, State and Tribal standards.
  • Helps to assess program needs as well as develop goals and outcomes that meet the needs of the target population.
  • Provides day to day coordination and assist with oversight of all 477 programs making sure they comply with all Federal and State Regulations.
  • Assists leadership in developing new programs and implementing new project management activities as needed.
  • Assist with regular meetings for 477 program staff to identify areas that need attention in order to meet the needs of tribal members.
  • Helps to coordinate with internal and external assistance programs as appropriate.
  • Assist with overseeing communication for all 477 programs.
  • Helps lead staff development and training sessions as needed.
  • Assist with the development and modification of program policies and procedures.
  • Ability to report program needs and analysis to tribal administration and Executive Committee in the absence of the Executive Director.
  • Ability to establish and maintain effective work relationships with supervisory personnel, representatives from all levels of government and general public.
  • Assist in planning and overseeing all operational annual budgets.
  • Helps prepare annual reports to the US Department of the Interior.
  • Assist in leading other program directors in preparing monthly written reports summarizing all activities and outcomes.
  • Assist in developing and present information and materials for educating AST Tribal Members and Employees
  • Attend meetings and seminars regarding PL 102-477 both local and Federal.
  • Train 477 staff for program compliance, coordination of services and all program requirements.
  • Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies
  • Other duties as assigned.
Education and Qualifications
  • Bachelor’s in Social Services, Human Services, or Business or related field or able to obtain within 1 year of employment.  Master’s Degree, preferred.
  • Three years Federal grant experience to include:  writing, compliance, reporting and administration.
  • Must be able to work independently with minimal amount of supervision.
  • Ability to apply a variety of management, supervisory, and leadership techniques to ensure effective and efficient operations.
  • Knowledge of case management and service planning theories and practices.
  • Demonstrated ability to effectively  work with and communicate with the public, vendors or contractors
  • High working knowledge of computer skills including Excel, Outlook and Word
  • Understanding of Self Governance principles and practices
  • Excellent oral and written communication as well as good listening skills
  • Must be able to pass a drug screening and extensive 10 year adjudicated background check.  
  • Effective oral and written communication skills.
  • Must be able to pass a drug test for pre-employment for the Tribe
  • Must have a valid Oklahoma Driver’s License. 
  • Must be able to pass a background check. 
Physical Requirements and Working Conditions
  • Must be able to sit, stand, stoop, bend or kneel for long periods of time.
  • Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
  • Frequent lifting (up to 15 lbs)
  • Occasional lifting (up to 30 lbs)
