General Description
This position supports the Financial Officer and acts as the Deputy Director for the Health Finance in absence of Financial Officer; employee produces rich, in-depth content for analyzing the implications of AST Health Programs financial actions on day' to day business operations. This role's primary responsibility will be to research, analyze, gather quantitative data, and build high-level budget and financial analysis to assess the impact of potential outcomes. Serves as the conduit for health system financial accountability; alerts leadership to changes and challenges emerging that could interrupt the financial stability within the health system as to allow leadership response(s) to be timely and actionable to prevent losses as well as assure and sustain ongoing audit ready accountability to both the Tribe and Health System.
Responsibilities & Duties
Manage day to day Health Finance functions including accounts payable, Directors and staff with vendor inquiries.
Review and calculate Third Party Accounts Receivable and prepare reconciliation report related to Health Finance monthly end close.
Enter journal entry and reconcile Monthly Third Party Receivable and Pharmacy Inventory.
Prepare cash receipts, cash disbursement and journal entries for health programs to ensure proper coding of expenditures and revenues.
Verifies, audits, edits, prepares, and update financial transactions including month end general ledger reconciliations.
Reconcile third party daily deposits and match to MIP Accounting system’s cash receipts entry to ensure completeness and accuracy.
Maintain Optometry payroll deductions to ensure it is posted, paid and reconcile monthly.
Participates in the annual budget process and prepares monthly, quarterly, and annual budget review for all health departments.
Analyzes department budget reports for the purpose of maintaining expenditure control.
Prepares reconciliations of certain general ledger accounts, cash, medical collections, bad debt and others as assigned.
Maintain and reconcile ACA account debits against ACA enrollments to ensure that it is accurate and properly authorize disbursements.
Manage all incoming and outgoing correspondence that pertains to Health Finance to ensure timely response.
Prepare Monthly Financials Report as required by Administration or Health System Financial Officer.
Assists with Bank Accounts reconciliation, transfers and daily deposits as requested.
Assists in recruitment, training, supervises, and coordinates the work of Health Finance personnel, approves time off requests and timesheets.
Create, design, and maintenance of complex models and statistical reports to extract accurate information needed for making data based business decisions. Task includes development and production of "key statistical" report.
Reviews invoices for payment, medical, surgical, durable medical goods, and diagnostic related services including oversight of the accounts payable department, working with department directors.
Assist in Audit and Prepare financial audit schedule and coordinate all internal and external audit correspondence as assigned.
 Leads “Action Teams” for special assessments and to address problems in programs as tasked by the health system in coordination with program directors.
Manages credit card transactions and verify that proper documentation is received from card holders to insure accurate and timely payments.
Assist and prepare capital asset schedule and listing for auditor.
Analyzes and prepares cash disbursement entries related to ACH bank accounts, vendor ACH payments and charges.
Assists Financial Officer in day to day tasks, back up to Staff Accountants.
Performs other duties as assigned or requested by the Health Programs Executive Director or Financial Officer.
Other duties as assigned.
Education Requirements and Qualifications
Bachelor’s Degree and 10 years’ experience as accountant or equivalent. 
Bachelor’s degree in accounting preferred and Healthcare experience preferred.
Knowledge, Skills and Abilities
Knowledge of methods, practices, documents and terminology used in financial and accounting record keeping; practices and procedures of basic governmental budgeting and accounting; fundamental accounting and internal control policies and procedures; standard office practices and procedures.
Knowledge of the third party claims generation and accounts posting process.
Analytical experience in the Accounting field interpreting and applying Accounting principles, concepts, regulations and practices.
Ability to communicate effectively orally and in writing; ability to relate well with co-workers and the general public.
Ability to adjust to changing conditions.
Must be able to keep on schedule, set priorities and exercise sound judgment within established guidelines.
Must be able to operate a calculating machine and other standard office equipment.
Must be computer literate required (Windows operating systems – Microsoft Word, Excel). 
Must have a valid Oklahoma Driver’s License
Must be able to pass a background check and drug screen.
