Tribal Organizational Assessment Information Form for Interviews You are invited to participate in an interview as part of a Tribal Organizational Assessment requested by your tribal child welfare program. This interview will take the form of a conversation between yourself and a staff person from the Capacity Building Center for Tribes. The Tribal Organizational Assessment The Tribal Organizational Assessment is an in-depth review of the tribal child welfare program.  The assessment looks closely at the program’s operations and staffing, its partnerships with other programs and community agencies, and its relationship with the tribal community. The assessment seeks to identify the tribal child welfare program’s strengths and areas for improvement. The Tribal Organizational Assessment is built upon a foundation of interviews with individuals who have knowledge of the tribal child welfare program, or who have ideas about the needs of children, families, and the tribal community. Your interview will contribute important information for the assessment. Your Participation Staff from the tribal child welfare program value your opinion and want us to ask you how the program is doing. We will keep our conversation to 1-1.5 hours. You can choose not to answer any question asked and can stop the conversation at any time. How We Use Your Feedback We’ll take your feedback and combine it with feedback from other community members into the Tribal Organizational Assessment report. The report provides a summary of program strengths and challenges and will make recommendations for managing and improving the program. Capacity Building Center for Tribes staff will return to the tribal community after completing the report to present and discuss findings of the assessment. All AST tribal members ages 18 and older, who are on the roll as of June 1st, 2021, are eligible to receive a one (1) time payment of $1,500. Obituary
  Yvonne Katherine Cahwee was born on March 29, 1950 in Claremore, OK and passed away on May 11, 2022 in Tulsa, OK. She was enrolled with the Absentee Shawnee Tribe of Oklahoma with Muskogee Creek and Seneca descent. Her tribal name was “Na-Ge-Ka-Ewa-Shee” (Beaver) and she was of the Water Clan. She attended Bowen Indian Baptist Church and Indian Falls Creek Baptist Assembly. Yvonne graduated from Tulsa Central High School in 1968 and continued her higher education at the Oklahoma Junior College where she received her Associates of Science degree in Computer Technology in 1984. She married her soulmate, Dwayne, in 1993 and was the mother to five children: Ray, Katherine, William, Tike, and Atira. In addition to being a devoted mama, Yvonne was employed throughout the years at the Tulsa County Assessor’s Office, Indian Health Service’s Office, and retired from River Spirit Casino in 2020 where she was awarded with Employee of the Year in 2016. Her hobbies included travel, sports, movies, concerts, and of course the casino slots. In her younger years, she enjoyed coaching and playing basketball, volleyball, softball, bowling, and pool. In her later years, she loved attending her children’s and grandchildren’s sporting events and watching the OU Sooner games every Saturday with her two boys Boogie and Scooter. She cherished the holidays and always had her home decorated for all seasons. Yvonne is survived by her husband Dwayne Cahwee; her three siblings: Eugene Alford Jr., Diane Guthrie, and Janene Alford; her three children: Ray Alford, Katherine Smith, and Atira Chapman; her seven grandchildren; and her six great-grandchildren. Preceded in death by her parents Eugene Alford Sr. and Davene Alford; and her two sons, William Alford and Tike Chapman.

Little Axe resident Thurman “Duke” Blanchard, 71, died Tuesday, April 19, 2022, in Little Axe.  Thurman was born February 6, 1951, in Little Axe, Oklahoma to Lewis and Cynthia (Creek) Blanchard.  He was a lifetime resident of Little Axe, Oklahoma and was a member of the Absentee Shawnee Tribe of Oklahoma. He graduated from Noble High School and started his career with Oklahoma Natural Gas, retiring in 2006.  He married Fredith Butler on June 2, 1972, in Little Axe, Oklahoma.  He started as a pipeline welder with Oklahoma Natural Gas in Norman, Oklahoma. Later in his career, he worked in supervision, overseeing job site crews in the Oklahoma City area. He was proud to live and be involved in the Shawnee Tribal Ceremonies. In the early years, he loved to play fastpitch softball, traveling many miles to play various tournaments. His hobbies included working with old antiques and raising Dexter cows. He enjoyed hunting, fishing, and sports, especially when it involved his grandkids.  He was preceded in death by his parents; an infant sister, Sue Ann Blanchard; and a brother, Kenneth Blanchard.  Survivors include his wife, Fredith Blanchard of Little Axe; son and daughter-in-law,  Eric and Jessica Blanchard of Norman; son, Craig Blanchard of Little Axe; five grandchildren, Caden Blanchard, Cache Blanchard, Mya Blanchard, Chael Blanchard, and Cecily Blanchard; brother, George Blanchard and Kathleen of Miami, Oklahoma; brother, Chester Blanchard and Kathy of Noble, Oklahoma; sister, Cleta Johnson and Bud of Little Axe, Oklahoma; sister, Redena Miller and Glen of Norman, Oklahoma; sister, Glendine Blanchard of Little Axe, Oklahoma; sister, Betty Isaacs and John of Noble, Oklahoma; brother, Kevin Blanchard and Arlene of Lexington, Oklahoma; numerous nieces, nephews, and many other family and friends.

The Absentee Shawnee Tribe Department of Public Safety has been diligent in the response to the severe weather impacts. Now that initial damage assessments have ended and response plans are in place, we are looking to coordinate with willing AST volunteers to assist in recovery efforts. Seminole County and the City of Seminole will be our primary location for providing our assistance. If you are interested in volunteering your time and efforts to assist our neighboring communities, please reach out to the following forms of contact: - ASTEM@astribe.com - 405.740.1502 [if you do not receive an answer immediately, please leave a voicemail so we may call you back] The information we will require will be your: o Name o Contact Number o Capabilities (What efforts you wish to provide assistance with) We will be collecting contact information for volunteers over the weekend and will formulate an action plan based on the strengths and capabilities of the volunteers we receive. ASTEM will be in communication with Seminole County Emergency Management, City of Seminole Emergency Management, FEMA, and the American Red Cross to receive updates on types of assistance needed. Expect follow up calls about your volunteer inquiries early next week, as the current work force in the Seminole area will greatly appreciate relief in the form of fresh bodies and minds. At the moment we have been informed that debris collection and removal is of high priority and will gladly accept those who would be willing to assist with those efforts. We look forward to coordinating our efforts with you in assisting our communities!
